Front Sight Hight

I have a S&W 629 Revolver.

Why is the front sight so "high". If I sight an object at near
point blank range. The gun points slightly "down". I was
observing that in a mirror.

Is the theory that the gun "jumps" up during firing.

The rear sight is lower than the front sight and the way that
I figure it, that means my shots shoud go low, but its dead
on at 15 yards.

Recoil starts before the bullet clears the barrel.

With fixed sights, adjust vertical point of impact by altering the load.

This is also why your grip strength can affect point of aim.

What's really weird is that the heavier the bullet, the taller the front sight needs to be. A heavy slug takes longer to accellerate, so even if it's moving at the same speed at the muzzle as a lighter slug, the heavy will spend more net time "still in the gun", so the muzzle rise prior to the slug leaving the barrel is higher. Plus you'll have more recoil driving the muzzle up.

Taken to extremes, a crazy enough wrist-breaker of a load, say 1,000grains at 900fps, might need a 3" tall front :D.
