Friend in NY I'm in WA Handgun Transfer ?

I read, thought I figured it out, someone told me no, I am confused, need direction from one of you pro's!! My friend has two pistols registered to him and his permit in NY State. I live in Washington State, no handgun permit required. Does it have to be FFL to FFL regardless? Thanks in advance!!!
 
As far as I know the shipping will have to be FFL to FFL is any case of gun shipment .He would also have to remove the gun from his NY permit.
 
You need to receive it through an FFL, and if you don't have a ccw permit in WA, then you have to go fill out the paperwork at the ffl and wait the mandatory period for handguns.

I have purchased a few guns, handguns included from around the country but no one in NY. All they have had to do is mail the weapon and a copy of their DL to my FFL for the FFL to fill out the paperwork. No FFL on their end needed.

As far as the registry or whatever they have going on based on the above poster he might have to use an FFL for shipping so the gun can be removed from his permit??????????

I don't know if that helps at all or not.
