freind, 72, private industry, Feds drug test?

Dad of a freind of mine works for a house movers-he packs peoples houses for a living at the age of 72 because his SS doesn't cover his/wifes bills. He gets called in to do a drug test. Apparently the state of Iowa gets so-many funds to pick names from a hat and have them tested for drug use.

This is Feds doing this. Anyone know WTF?
 
Does he have a Commercial drivers license? Does he drive the moving truck?
If you have a commercial drivers license under Federal law you must submit to a drug test,which may be requested at anytime un-announced. Hope this answers your question ;)
