Franchi AL-48 12ga Strangeness

Got one of these that will not pick up a round from the magazine, when cycling the bolt. If you drop a round into the chamber, and close the bolt on it, it'll cycle and feed just fine. Is this how they are supposed to be loaded and operated?

Although it sounds like a magazine cutoff is engaged - I seem to remember my 20ga AL-48 working like that.

IIRC, the feature allows a shooter to switch the loads chambered, for a particular shot, w/o having to unload/reload the entire mag.

Like, say you're bird hunting, and see a deer coming by.
If it's legal, you could exchange the birdshot load quietly for a slug or buckshot to make your play.

There is no cut-off, You drop a shell into the ejection port and then load the mag from the bottom. The shotgun has to go through a recoil cycle in order to pick up a shell from the mag.
Make sure you hold the AL48 firmly, if you limpwrist it there will be jambs and failure to feed.
Give the magizine tube a coat of good lube on the outside this will help cycling.
