Turns out our rather pretty Secretary of State, Katherine Harris runs the department that houses the Florida State Election Canvassing Board. Seems that Board is responsible for certifying the individual County votes. It also appears that the State Board has rather wide ranging powers to certify a vote, not certify it or even certify one of multiple counts in any County. Did I mention that Katherine is a Republican?...only fair, I think. It adds "balance" to the 3 Democrats on Palm Beach that are currently running the telepathic recount.
OTOH, Gore's making noises that he'll concede after the Electoral College votes! Do I hear "protracted Court Battle".
