finding out if someone has a CHL

Short answer. No.

Long answer. If asked, Texas DPS will not release CHL information to the general public. Only way to find out would be if a relative or friend that knew about his CHL said something. As far as owning the gun legally, who knows. Texas doesn't register guns. One would have to track the sales record for the gun down and that info probably isn't available to the general public either.
 
First off, I don't know Texas law but this is just a general legal hunch.

If this goes to court and the individual is asked about his knowledge of firearm safety, he may state he took a class to satisfy the CHL requirement. Once this is stated, it may be entered into court records or recorded by the press during the trial. The press may release this information if this is true, you may request the court documents if entered into testimony, or watch the trial if possible.

Just a few ideas on possibly obtaining the information.
