Get a slip on pad like a limb saver.

So are you getting under 4moa?
 
Much as I don't like sporterized milsurps, that's not too bad. Looks like they didn't molest the metal anyway. Salvageable.

As long as the barrel is decent, you should easily get under 4 MOA.
 
Springfield Armory did sporterize a few guns. The foreend of yours would need to be longer to look like one. I'd swap out the stock.
