Fill % question

Hi
I am thinking about loading some light 45-70 loads using vv n32c Tin star. The fill level is somewhere around 50% with 15gr and I wonder if this is ok?

Also, how is it with fill level in general? can too low or too high be dangerous or harmful in any way?

Most of the time the answer to both questions is YES!
That is why there are loading manuals. Too much of a powder that is too fast is dangerous and too little of a slow burning powder can be just as dangerous.
Use a manual or data from your bullet manufacturer or your powder maker.
 
In general, with faster powders like Tin Star, fill level is not too critical as far as too light of pressure goes. What weight of bullet are you going to load?
 
You might also consider using Trail Boss powder which is ideal for light loads and easy to use. With the .45-70 or any other rifle caliber simply fill the case to where the base of the bullet will be after seating. This may be difficult to accept at first glance but an abundance of information is available on the internet. There have been issues about compressing the powder, possibly creating excessive pressure, but Hodgdon finally clarified that point by saying that compression could affect accuracy rather than create an overload. For these light loads I have used TB on a number of calibers that include the .45-70 and upwards to .375 mag, .416 mag and .458 mag. Makes shooting those numbers pleasant.

Oh, and one other thing, use any bullet weight with the loading to the bullet base. 70% of the powder charge weight to the bullet base is considered the minimum load should you want to pursue it that way and then work up.
