FFL to FFL Shipping Question

I always thought that shipments must be made to the "PREMISES ADDRESS" and that must be the place where the business is located.
Also thought the mailing address was either a home or business address where the ATF would send correspondence. I am not an FFL holder and may have this all wrong.

My question is, is there any way a FFL holder can receive a handgun from another FFL at a P.O. Box ?? Could a P.O. Box be the "Premises Address" ??

I guess to put it simple, is there any legal way a handgun could be shipped to a P.O. box ??? Thanks, Joe
 
Short answer, no. A firearm may be shipped to an address other than the one on the FFL, but not to a PO box. And a PO box cannot be used as an FFL address because ATF needs a physical location so they can kick in the door.

The PO Box can be the mailing address and an FFL can ship a handgun to that address. It cannot, however, be the premises address. That must be a physical location where the FFL holder does business. Both addresses should be on the license.

Even though it is legal, I would not ship to an address not listed on the license unless I personally knew the individual to whom I was shipping.
 
While trying to find the answer in the "Federal Firearms Regs. Ref. Guide" I noted that Section 178.100 (Conduct of Business away from Licensed Premises) states in Para. 2, A licensed dealer may engage in the business of dealing in curio or relic firearms with another licensee at any location.
So as I see it, and I hope the Feds see it the same way, as long as P.O. rules have no problem shipping to a P.O. Box it should be OK as long as a dealer fills out the Postal Form 1508. The gun I am sending is a C&R.
While I have not met the person I am sending gun to I believe him to be an upstanding person. He has been a member of the Colt Forum, the S&W Forum, the CCA and the S.W.C.A. for quite a number of years. I have also been in communication with him on the forums for about a year.

If it's a handgun (C&R or otherwise), both sender and addressee need to be FFL01's with a 1508 on file to use USPS. FFL03's (C&R licensee's ) aren't elgible to use the PO for handguns.

Thanks Dean, I am aware that the 1508 must be filled out by a Dealer. I was concerned with shipping to a P.O. Box but I now see that that is OK
