FFL for ammo?

Technically, only if you do so with intention of making money, more or less.

(H4) Is a person who reloads ammunition required to be licensed as a manufacturer? [Back]

Yes, if the person engages in the business of selling or distributing reloads for the purpose of livelihood and profit. No, if the person reloads only for personal use.

[18 U.S.C. 922(a) (i) and 923(a), 27 CFR 478.41]

So, more or less, if you sell ammo then it is likely to be assumed that you are doing so "for livelihood or profit" and would need an FFL since you would be considered a manufacturer by the ATF.

If you sell your own reloads, repeatedly and in large amounts then you'll probably get in trouble.

Reselling commercial ammo, I don't know.

See this thread for a previous discussion on the matter.

Peetzakilla, you might want to specifiy that you were responding to the post directly above yours and not to the OP.

No license is required at the Federal level to sell or distribute ammunition that one has not made themselves even if it is for profit and livelihood. The license is only required to manufacture ammunition for other than personal use.
