Federal Agency Protective Withdrawals?

I've been planning to pig hunt on BLM land in the Cache Creek area, California. On the BLM map most of this area is marked as "Federal Agency Protective Withdrawal."

Does anyone know what this means and if it has any implications for hunting or firearms? Thanks.

What is a Land Withdrawal? A management tool in the real estate tool box used to implement resource management planning prescriptions or as a means to transfer administrative jurisdiction from one federal agency to another. A withdrawal creates a title encumbrance on the land restricting an agency's ability to manage its lands under multiple use management principles.

Lots of govt speak at the BLM site but it sounds like it may be used to prevent mining when it could destroy valuable surface resources like forest, etc.
