Factory OEM Baby DE. II 9mm sights questions

I purchased this IWI BDE II all steel model used, and it shoots to the right indicating the sights are out of adjustment. The rear sight is marked LPA has two set screws which go into two dimples on the slide dovetail so, there really isn't much of a way to adjust for windage with it because with the set screws loosend I can push the sight in or out of its dovetail slot with just my thumb? I'm thinking this was installed by someone other than the factory. The front sight is driftable without a lot of hard pounding but, still fairly tight. I drifted it to the right some which brought my group over closer to my poa but, it's still off by about 1.5-2" to the right from between 7-10 yds. I thought about drifting it some more to the right til it's hitting pretty much at p.o.a. marking it's position in the dovetail, removing, adding loctite and replacing. Does this sound like a reasonable approach to solving the problem? or should I just take it to a smith? If I do, decide to do it myself I guess maybe I should shoot it from 15-25 yds. off of a solid rest before adding loctite. Any other suggestions are quite welcomed! PS, this is the only one out of 5 pistols I have this problem so I don't think it's trigger control problem or flinching. Thanks :)

"...shoots to the right..." Also indicates 'thumbing'. Applying too much or inconsistent pressure with the thumb.
"...can push the sight in or out of its dovetail slot with just my thumb..." Usually requires a sight pusher. A rather expensive tool that really just a threaded rod that pushes on the sight. There shouldn't be any dimples though.
Sighting in isn't something a smithy can do for you. He can get the sight centred though.
The front sight gets moved in the opposite direction you want the group to go. Usually needs to go in one direction or the other, same as a rear sight. Tight is a good thing. Some front sights, usually soldered on types, have been known to come off altogether when firing.
 
I got the front sight to bump a tad more to the right shot 3 groups of 10 from 10 yds. benched, and grouped very nicely. I'll try from about 20 yds. and if all is still good, I'll get some of the green wicking type LocTite use a little of that and I think it should be good to go! Thanks! :)
