Extractor Issues

I have a Franchi 48 AL chambered in 28 gauge. I went dove hunting the other day and the extractor kept "tearing" the brass as it ejected them. What causes this and what can I do to fix it?

P.S. I was using Fiocchi ammunition - I had this issue before with a 20 ga. but it was with the ammo that has aluminum instead of brass. However, the 28ga ammo is brass.

Are you sure? Many companies have gone to steel with a brass "washing". Check with a magnet; otherwise it sounds like an issue with the extractor - maybe a little worn or rough?
 
oneounceload may be on to something about the ammo. In the catalog, with the product descriptions of Fiocchi shot shell components, the 12 & 20-ga hulls are said to have, "...brass plated steel heads and packing…" They are mute about the materials used in the other gauge/bore hulls.

guf may be correct, too. I don't know if the 28-ga is the same as the bigger 48 AL's. With the 12 and 20-ga Franchis, if you have the recoil governor set incorrectly the gun (and your shoulder) can take a beating.
