how hard is dragon's breath an other rounds possible for someone to get ahold of? i know there kinda expensive cause it would be a HASMAT item but can the average person get them?
 
They're available, you just have to look around online (Google/Bing is your friend). Do check your own local laws; some states and municipalities prohibit certain kinds of non-standard shotshells.

Yes,they're easy to get at gun shows outside of the few states in which they're banned as fire hazards.
They're generally not regulated, because they're more or less for entertainment purposes only, and are generally ineffective at anything other than making fires within 50ft.

If you get some, shoot them off on a snowy day to avoid setting fires in bad places.
