Early Winchester Rear Sight

I have a Winchester Model 290, early model pre-prefix B serial. Serial 120xxx. It has the black plastic rear sight marked 290 with elevation disc 1-9 and windage screw.

I can not find any information on how to remove this sight. The manual and online info only explain how to remove the later rear sights with ladder notches. Something isn't correct with the sight. When I index the elevation drum, the windage moves around. Looking under the elevation disc, I can see a small detent - like a ball bearing should be there, and is missing. I can not figure out what's going on.
 
If there's detent teeth, but no detent ball, then it will not hold the adjustment in place. It may also be stuck, dirty, or the spring broke/collapsed, etc, to where the ball isn't being pushed out.

I don't have anything on that sight myself.
