Sounds like an official policy to me. Situation Normal all "Fouled" Up.

Personally, I admire civil rights leaders for what they are and were, but not for what they aren't and what they weren't. If a city wants to name a street after any individual that should be left to the city.

Certain things called rights, and recognized as such should not be left at the mercy of local politicians.

Just what are those federal entitlements meant to do?
