Double the $ for Bullet proof vests?

Is there something I'm missing? Why with all the disarming of the public and the lessening of the violent crime for the past 7 yrs is there now a need to DOUBLE the amount the gov ie. us, the taxpayers, need to give to local departments for vests. Is there somthing that is going to happen that I'm not aware of?
 
Just the administration trying to buy votes and look like they are tough on crime.

Body armor isn't cheap and believe it or not many departments still don't issue it. Police work is still very underpaid and underfunded in many areas of the country. I would rather see our tax dollars buy new body armor for every sworn officer in the nation, then to be spent on another study by the CDC to prove that responsible gun ownership is a public health hazard.
