Rifled barrels have the rifling either cut in or pressed in.
These processes can leave microscopic burrs and roughness.
Supposedly, breaking in a rifled barrel wears these defects off leaving a smoother bore.

A shotgun barrel is smooth to start with.
There are no microscopic burrs or roughness, since part of the manufacturing process is to polish the smooth bore.
