Do any states issue CHLs to non-residents?

I am curious...can a MN resident get a CHL in TN? Further, would that permit be honored in those states that honor regular TN permits?

To answer the title of your post: Yes. I am a resident of Washington and have a New Hampshire permit. An Oregon permit is on my list of things to do.

You can get a AZ CCW.I don't remember all the states its good in but Quite a few.

I was told that TX will issue you one if you live in a neighboring state. It would be good everywhere that a TX CHL is valid.
 
Texas non-resident will only be issued to a resident of a state that issues no permits. New Mexico does qualify, but not because of their proximity. Even Hi. and Ca. issue a few permits, so those residents are not eligible in Texas.
