Difficult Extraction in Rem 700

A friend of mine bought a new Rem 700 LTR. He said he fired 5 rounds of Federal .308 168 Match ammo through it and after firing, he said the case on all of them was very hard to extract. He said a loaded unfired round would chamber and extract easily. I don't know what the brass looks like. Anybody have any ideas as to what might be causing the problem?
 
The usual cause is too much pressure. Another thing that can cause it is overly oily ammo or chamber.

It's possible, I guess, that he has a very slightly undersized barrel? Dunno. Slug it with a lead bullet and mike it.
