All kinds of danger has arisen on Capitol Hill as Republican Congressional
leaders are negotiating with the White House to get the final
appropriations bills passed so everybody can get out of town before Christmas.
The National Journal's CongressDaily reports this morning that "Aides to
Senate majority Leader Lott are preparing a new proposal on immigration
reform in response to a general framework for compromise put forth earlier
this week by the White House. ... A White House spokesman confirmed that a
legislative compromise on immigration was in the works but could not
comment on the specifics."
The good news appears to be this:
* The White House is backing away from the amnesty for 2 million-plus
illegal aliens from Central America.
The bad news is that Lott appears to be considering giving the White House:
* a return to a program that allows illegal aliens to pay a $1,000 fine and
stay in the country and try to adjust their status from illegal to legal;
* a loosening of the 1996 law's requirement that aliens convicted of a
certain level of crime be deported.
Other bad news is that the Democrats appear to be considering giving some
Republicans:
* an expanded ag guest worker program.
What is unsaid in the news reports is what is happening to the suggestion
for a 1-million illegal ag worker amnesty.
