Wisconsin's DNR contradicts themselves all the time. This map....

cougars are everywhere in virginia. if I had a dollar for every time I went to the bar and felt like one was watching me...sorry...couldn't help myself

All he has to say in his defense is that there ARE no cougars in Minnesota and to just ask the state DNR. When the DNR confirms this he'll get off because he then must have shot a feral cat.
