Condition grading standards

In ads for used guns, I often see numbers given like 98% or 85% (or sometimes even fractions like 97.5%) to describe the condition of the gun. These will sometimes also say NRA X%. I'm a member of the NRA, but I've never seen the scale of condition that these numbers refer to. The numbers seem more precise than I can imagine it's possible to be! Can someone describe how this rating system works?
