Concealed-carry gun permits haven't led to trouble in Northland

Some people in the Northland believe they are safer today.

Others fear the opposite is true.

All because of a law that was enacted a year ago today.

That's when the Minnesota Citizens' Personal Protection Act, also known as the concealed-carry law, allowed permit holders to carry handguns.

More than 2,800 permits have been issued in Northeastern Minnesota. None of the region's five sheriffs reported a crime committed by someone carrying a handgun.

There were no reports of a permit holder pulling a gun during a case of road rage or during a drunken celebration.

Permit holders have been responsible, the sheriffs say.

But there also haven't been any headlines about how someone carrying a handgun was able to use it to save their life, or in any other heroic manner.

St. Louis County Sheriff Ross Litman admitted to being surprised that there have been no problems created by the law, other than more work for him and his staff.

Just because there haven't been any headlines in MN about "how someone carrying a handgun was able to use it to save their life," doesn't mean the law isn't working. One of the main benefits of CCW laws, is that those with criminal intent don't know who might be armed. It is deterrence that works, not that CCW holders are always whipping out their handguns defending themselves.

I am not surprised that there have been no problems

What always surprises me is the level of panic that is always present when the laws are proposed.

Intellectually, I understand that the hysteria is a tactic the anti-gunners like to employ....

But the level of stupidity required for it to work is staggering (IMHO)

I mean...why does everyone always assume that their state will not be able to handle it???

The same thing even happened here in Texas.

Unfortunately, I think much of the big-city LEO brass actually believe the antigun rhetoric when these laws are about to be passed. With the us vs. them attitude that so many of them have, it's hard for them to distinguish between honest gun owners and the scum they face on the street everyday. We are all the same to them. Then they are also highly uneducated on this issue. The predominantly Liberal antigun press isn't helping!

What Former Oppenents Are Now Saying About Right To Carry Reform Legislation

"Since that time I have had a change of heart because I think it is working very well"
Florida Senator Ron Silver (Leading opponent of Right to Carry Reform) March 21, 1995

"I'm detecting that I'm eating a lot of crow on this issue...I think that says something that we've gotten to this point in the year and in the third largest city in America there are has not been a single charge against anyone that had anything to do with a concealed handgun"
John Holmes (Harris County [Houston, Tx] District Attorney) December 9, 1996

"[Although data was collected from January 1, 1988 until May 31, 1990 by the Metro-Dade Police Department] further research was not conducted due to the small number of ... permit holders found to be involved in incidents during the initial study period."
Fred Taylor (Director, Metro-Dade Police Department) September 19, 1991

Police Officals Who Know, Have No Problem With Right To Carry Reform

"I am pleased to see the law has worked as anticipated. It truely is a model from which other states should build."
Commisioner Edward M. Spooner (former 1st VP of Florida Police Chiefs Association) March 24, 1995

"...It has impressed me how remarkably responsible the permit holders have been."
Colonel James Wilson (Director Texas Department of Public Safety) June 11, 1996

"The people who get these concealed handgun licenses are not the peoplewe should be concerned about having firearms; these are law-abiding citizens."
Captain F. Sherwood Stillman (Oregon State Police Coordinator) November 4, 1993

"Virginia has not turned into Dodge City. We have not seen a problem."
Jerry Kilgore (Virginia Public Safety Secretary) November 1996

"When the [Florida] law was first passed, some people predicted it would be the OK Corral down here. Everyone would have a gun; everyone would be shooting everyone else. But that hasn't happened."
Gerald Arenberg (President, American Police Federation) February 8, 1993

"Florida's Concealed Weapon law has been very successful. All major law enforcement groups supported the original legislation and in 8 years the program has been in place, none of those groups have requested any changes."
John M. Russi (Director, Florida Division of Licensing) December 5, 1995

"We've had no problems at all. *** They`re [criminals] concerned because they don't know who's got a gun. Why take the chance?"
Sheriff B. J. Barnes (Gilford County, North Carolina) December 29, 1996

"From everything I've been able to gather, people with permits are not out there commiting crimes. The people who do commit crimes give two hoots and a hollar about obtaining a permit"
Major Dean DeJong (Miami Police Department) May 10, 1992

"As we had seen in other states...all the fears of the naysayers have not come to fruition. *** But the facts speak for themselves. None of those horror stories have materialized."
Sheriff David Williams (Terrant County [Ft. Worth] Texas) July 17, 1996

Police Can't Eliminate Need For Right To Carry Reform

"We are very limited in how much we [the police] can protect people"
Chief Dean Mooney (Golden Vally, MN Police Department) February 10, 1996

"[The police] are under no general duty to provide ... police protection to any particular individual citizen."
Warren v. District, 444 A2d 1,3 (DC App. 1981) accord Silver v. Minneapolis, 170 NW2d 206 (Minn. 1969)

"Law enforcement agencies and personnel have no duty to protect individuals from the criminal acts of others."
Lynch v. N. C. Dept. of Justice, 376 S.E.2nd 247 (N.C.App. 1989)

DeShaney v. Winnebago County Department of Social Services 489 U.S. 189, 109 S.Ct. 998, 1004 (1989).

Exactly SW ... the ''there'll be rivers of blood'' deal .... just ain't come to pass ... and as we know well ...... neither would it.

There seems to be this crazy notion the anti's have too about getting ''guns off the streets'' ... as if removal of legal guns has any affect at all ... and they never say how they are gonna get the CRIMINAL's guns off the streets! More to the point.! It's time they concentrated solely - on the minority problem ..... instead of aiming always at the safe and overwhelmingly huge - majority. Seems they always consider the latter, the ultimate ''cure all''.

Seems ''they'' just cannot accept the good and useful side of carry ... they have to find something to moan about. I also do not find it surprising that any CCW useages are not reported or available . They'll usually be ignored, misreported or downright covered up ... after all ... it might give CCW a good image!!! One of course it actually deserves.

But there also haven't been any headlines about how someone carrying a handgun was able to use it to save their life, or in any other heroic manner.

Of course not, the liberal media NEVER puts stuff like that in a headline, if it even gets in the paper at all it's a 2 inches on page 19. Even when it's a crippled, bed ridden person who uses a gun against a home invader it doesn't make headlines.

As a disabled vet living in Minnesota, I no longer feel like I have a sign on my forehead that says "VICTUM" everytime I put the disabled placard in the window, and gingerly walk down the street. It will probably never make headlines but the glock 26 on my hip sure makes me feel better.

More musings from the land of "What if".

"Eventually we're going to have a lot of guns in our community," Streufert said. "It's based on a fear that people are going to be hurt, when in fact very few people are out to hurt us. You don't really hear about crimes being stopped because somebody carried a gun. Because something has not happened in the first year doesn't mean something is not going to happen. Thank God it hasn't happened yet, but when it does I won't be surprised."
:barf:

"The people who get these concealed handgun licenses are not the people we should be concerned about having firearms; these are law-abiding citizens."
Captain F. Sherwood Stillman (Oregon State Police Coordinator) November 4, 1993

At least your state allows you to exercise your 2nd Amendment rights. The good guys have won in your state. The above quote says it all for the 46 states that allow concealed carry. Its a shame the rest of the states do not recognize the right to defend yourself.

You don't really hear about crimes being stopped because somebody carried a gun.

Taken by itself, that is a factual statement.

When a rapist picks a different target because he sees the woman he's following is carrying a fannypack; when the carjacker changes his mind due to the NRA sticker in the back window; when the mugger takes off running at the sight of his victim's pocket pistol; these incidents don't make the police blotter.

For those who only deal in body counts, the effects of concealed carry may not be immediately apparent...

There have been a few now. Unfortunately, the Minneapolis PD lives up to their reputation for being less than empathetic to potential victims who defend themselves with a legally carried firearm.
