Concealed Carry Concerns

A newbie to the group, with a couple of concerns about concealed carry in Missouri and Kansas. I live in Missouri, but work in Kansas with a couple of guys who are very into guns and shooting. During the last few months our conversation has repeatedly been about cc, in Mo and Ks. On of the coworkers heard from a law enforcement officer this weekend about a situation in Ks. The officer said that he and fellow officers have been getting pressure from the state, that if an individual gets stopped for a traffic violation, and the officer suspects that there might be any firearm in the vehicle, he is to search it. If the firearm is NOT in a case, then a ticket will be issued. The ticket will then stop that individual from qualifying for concealed carry permit, at any time. The case does not include a holster, but a defined case. This would be for any kind of firearm, rifle, pistol or shotgun. The officer was questioned about if this was a backdoor way to slow down the cc permits and he replied with a no comment. Personally, I haven't yet bought a weapon for MO, yet, but am seriously considering it due to major hwy access to my home and the creeping closer of urban warfare. Any thoughts about best home defense versus cc would be greatly appreciated.

I am a Concealed Carry Instructor licensed by the Office of the Attorney General in the State of Kansas. I am also the Northeast Quadrant Director on the Board of Directors of the Kansas State Rifle Association (sister to the NRA) and I work as a Legislative Lobbyist. I can tell you that if you have a KS CCH permit you may carry the gun loaded on your person. If the gun is not on your person it must be in a container that fully encases the firearm and unloaded. I would like to have the name of the officer that eluded to the fact they are trying to charge people in order to prevent them from obtaining a CCH permit.

Concealed Carry Questions

Number one, I will not give any names of the individuals, period. If you are concerned about who the officer might be or who I might be, then we need to talk further. Two, why would someone want to have the weapon in a vehicle if it was unloaded? If you are carrying the weapon for self defense, why would you want to unload it and put it into a case, away from access in an emergency? Third, if you were given a ticket for having the weapon not as specified in your vehicle, does that preclude you from obtaining a CCH permit or losing one if you already had it? Fourth, have you heard anything along the lines of what the officer said about searching stopped vehicles?

Thanks for your quick response.

Glider. I wouldn't jump too hard too soon, all states have requirements on how weapons are carried in a vehicle. I live in Michigan, we are a "shall issue" state, I have a Concealed permit and I can carry a loaded handgun. However any other weapons in the car are subject to the restrictions such as Unloaded, stored seperately from ammunition in the trunk or farthest stowage compartment if the vehicle doesn't have a trunk (SUV) , etc.... The CCW does not supercede the other restrictions.

The law in KS says that in order for a gun to be transported in your automobile you must have the gun unloaded and in a container that fully encases the firearm. If you have a CCH permit to carry a gun, it must be on your person even while in your authomobile. As far as names, I wasn't asking for your name. I am interested in the officers name or what department he is with because you said you heard they are trying to stop individuals from getting their CCH permits by charging them with a weapons violation and that the "State" is putting that pressure on LEO's and yes being convicted of a weapons violation will prevent the approval of a permit. I cannot take unvalidated reports or complaints to anyone in authority if I don't have the information. I would suggest that you speak with an attorney if you need legal advice.
