Colt Series 80 Model iv 380 semi auto

The magazine cannot be removed. The ejector button cannot be pressed. I attempted to strip gun down but cannot remove top slide due to magazine being inside the gun. The pistol is clear/unloaded as well as magazine.
 
Is the mag release button in its normal, "resting" position, with the right side flush with the frame?
Has the mag catch lock rotated out of position? Did you try to turn it?
I wouldn't apply a lot of torque to it, but see if the mag catch lock will move at all.
 
Okay, crazy suggestion:

Can we assume that, at this point, you've racked the slide several times and that the magazine is empty? Is it possible to remove the mag follower and spring while the magazine is in the pistol? If you can manage to get the follower and spring out of the mag tube, you might be able to reach down into the tube and push on the mag catch where it engages the mag tube.

In fact, you might be able to just depress the follower far enough to at least see what's going on inside there.

The Government 380 has a tiny rotating toggle that retains the mag catch in the frame, just like the 1911, doesn't it? Have you tried rotating that little catch lock (looks like a slotted screw head in the right side of the magazine catch, but it's not a screw) while manipulating the catch to see if the catch lock perhaps got rotated just a bit and is blocking up the operation of the mag catch?

Doesn't the ejector rotate down into the magwell to allow the slide to be removed?
Is it possible that the ejector is interfering with the mag? A little reading indicates that you shouldn't be able to get the mag into the gun with the ejector rotated into the take-down postion, but I've seen a Glock with a mag fully inserted backwards, and that mag is not supposed to fit backwards, so . . .
 
The ejector is moved upon reassembly not takedown, unless the OP has the necessary skills it would be better to ignore the "fixes" that are offered and have a knowledgeable person service the pistol.
 
Is it a Gov 380 or Mustang 380?

I have several gov 380's and sometimes, if the mag eject can be tough. Rack the slide back and lock it back. Now try pushing up on the base of the magazine while pressing the mag release. Basically manipulate both a bit and see what gives.

One of my mags fits really tight into one of my gov 380's. If I slam it in, I need to press up on it to get the mag release to let go. I am sure a pass or two of a file in the mag latch cutout would fix the problem but since it is a stainless mag and my blued gov 380, I just avoid the problem and only use stainless mags in the stainless gun and blued in the other.
