The problem with the question, flusher is that there are a lot of variables that determine the answer to the question. The springs come in a variety of forces and sizes. To give you 2 data points out of the many, many that exist, my CCC equiped with a Wolff 18.0 lb spring has 19 coils. Another has 21 coils for the same weight (not sure of the brand of that one).

A spring's "strength" has a lot to do with the material, the heat treatment or lack thereof, thickness of the wire, and coils per inch. In other words, there is no straight forward answer.
Confusing this is the fact that different people want different strength springs. IPSC competetors generally have lighter springs.
