What does the instruction manual say?
It has a thumb safety, which seems to hint at it being safe to carry in condition 1. A YouTube video measures the SAO trigger pull at 12 lb, heavy enough to be safe for carry, but I don't recall anything said about the length of that pull.
I don't see the model or its steel-framed analog, the CA 380, on CA's list of approved handguns. From this I infer that these models failed that state's drop test.
It's certainly affordable and comes with a lifetime warranty. Give Cobra a call and ask if it is safe to carry with a round chambered.
