Unfortunately, you're 100% correct.
I initially didn't participate in panic buying, on principle, out of frustration with what I saw as irrational behavior.
Then, in early 2009, I ran out of small pistol primers. I started making .22LR-only range trips to conserve my .38Spl stockpile, even though I still had 600+ rounds stored up.
Then the panic buying spread to .22LR.
Fortunately, things eased up before I ran out of ammo completely. Ironically, my saving grace was a family home I visited frequently in the Commerce, TX, area; ammo reappeared at the Commerce Wal-Mart long before you could get any in DFW proper.
I have resolved that on November 6th, I will have 10,000 small pistol primers, at least that many .355 and .357-caliber bullets, and 10,000 rounds of .22LR. I don't consider this panicking. I consider it simple preparation.
I might even start shooting .32 Long; it, along with 9x18mm Makarov, was one of the few pistol cartridges that consistently remained plentiful in local retailers through the panic.
Our own worst enemies indeed.
