Chinese vs. Romanian SKS

I have a Chinese and a Romanian SKS. The Romanian SKS is more accurate than the Chinese SKS. After looking at the barrel crown, I noticed that the Romanian has a nice countersunk crown whereas the Chinese barrel appears to have almost no crown. Can this difference affect the accuracy. Also, Wolf FMJ ammo will not group at all at 100 yards, so I bought some Winchester ammo and shot a 1.2" group. My SKS's also like the Russian soft point ammo. Can I use a Dremel tool with a tapered stone to enhance the crown on my SKS?
 
I may be mistaken but I think the sunk in crown is to preotect the barrel from damage that could cause accuracy to suffer.

I think that an undamaged barrel sunk it crown or not, should have the same accuracy (everything else being equal)

That is a good question, I would like to know for sure. My Russian SKS has a sunk in crown.
