It is a parody-ish video. It is an Eagle chest rig that is designed to hold 12 mags. But, you can stuff a bunch of extra mags in the utility pouches you can get to 24/25 (no I have not tried).

Only real use I can think of for that would be to wrap it around a seat back in a vehicle for convoy work. I sure as heck wouldn't want to try and run around with that much ammo.
