Larry and his toys. The guy lives in Ft Worth and sure does come up with some neat stuff. This may be nothing more that a LAW tube and some rockets someone built up that work it it. LAW tubes are plentiful and relatively cheap. Not even a firearm so no restrictions. The reason that they are plentiful is that they are only capable of being fired once. They are not reloaded so the launching tube is discarded.
