I think that may be the cheapest you are going to find. J&G Sales has em cheaper, but not much. If the place you found is local you would want to go with that to save shipping and FFL costs.
I don't know if you have Dunham's sporting goods stores where you are. They are all over Mi. and if you watch the sales pretty close you can pick one up for $399. including 2 mags.
I bought one last spring and like it a lot. I didn't find any of the problems some talk about. I put a molded finger groove grip on mine and a short recoil pad just to lengthen the stock a bit to fit me. Every once in a while I still see them hitting the weekly sales special for that price. For some reason the sales prices are only good for sun. and mon. of any particular week.
I wouldn't buy a WASR-10 unless you can personally inspect it for a canted front sight base and lose magwell or at the very least the place has a very good return policy. WASR-10s are usually still reliable but they may be the worst AKs you can buy. That said mine has a few thousand rounds and is more accurate than you'd expect and has never given me any problems, I would even trust my life to it if I needed to employ a carbine for defense.
if you're handy I think getting the saiga and doing a conversion might be the safer and more rewarding way to go, albeit more expensive.
Like posted earlier, we have Dunham's Sporting Goods all over Michigan and that is where I got mine. Yep, cheaply built but hasn't not fired and can hit a milk jug at 100 yards with open sights. Not sure how much more accuracy you need with that type of a gun, but I've got several thousand rounds through mine with no problems.
