CCW recipricals with other states

On the Packing.org website they use two terms to describe the CCW agreements between states. "Reciprical agreement" is clear enough; meaning the CCW law in both states are very similar and a CCW permit in either state allows concealed carry in the same way in the other state. But what does "honors (home state) permit" mean? It seems to imply the same thing. Can I carry in a state that only "honors" my out of state permit?
 
I was told my by instructor in Ohio (he is a cop) that to be safe do NOT carry in a state which does not have full reciprocity. :)

Edited to add: The reason for this is because full reciprocity involves a written agreement between the attorneys general of the states and has the full weight of law. The other category is based on hearsay or individual cases.

On http://www.packing.org/, the following definitions apply:
a) Reciprocity: Two states have MUTUALLY agreed to accept the other’s CCW license.
b) Honor: A state has UNILATERALLY agreed to accept another’s CCW permit.

For example, Virginia and West Virginia have RECIPROCAL acceptance, while Virginia RECOGNIZES South Carolina permits (however, South Carolina does not accept Virginia CCW permits).

Come to Texas.....we dont have full reciprocity with everyone but we wiil give you steak/brisket/ribs not no steenken sushi......... :barf:

Recognition, not reciprocity, of the foreign state controls. I do not care that Indiana does not have full reciprocity with Texas (IN recognizes TX, TX not recognize IN), when I visit Texas to eat sushi, I care whether TX recognizes IN (it does not supra) or any other state's license that I have (I use Florida).
