Cant switch it back to safe!

I built my ar15 together from various online stores. Here is my problem. (keep in mind I am only dry firing. Havent had chance to take to range yet)
1. I put the weapon together
2. made sure the weapon was on safe
3.Pulled the bolt to the rear, locked it.
4. brought bolt foward
5.flipped to "fire"
6. dry fired
Now my problem is once fired I cant switch it back to safe without having to pull the bolt back again. Why is this? My lower is a complete BM. I am stumped.
 
If the hammer is down, the gun is "safe" You cannot engage the safety when the gun can't fire.
 
Yep, normal condition.

Function check it too before you take it out to shoot - cock the bolt and pull the trigger. Keeping the trigger depressed recock the bolt and then release the trigger. You should be able to hear the disconnect react and the seer engage with an audible click. Then depress the trigger again - it should fire (dry) normally.

If the hammer falls after you recock the bolt while holding the trigger you've got some problems and a gun that will fire in uncontrolable full auto...

Shouldn't happen, especially in an AR built with new semi-auto parts. But it's something I like to check before firing any semi-auto for the first time live!
