Can someone recommend a smith?

My wife has inherited a Win 92 from her father. It's in somewhat rough shape cosmetically, with a fair amount of rust pitting on the barrel as well as some on the receiver. She was told that the action was broken - since I am by no means an expert on these rifles, I made no attempt to work the action or do anything else other than give i a light rubdown externally with CLP. I would like to have a gunsmith break down the rifle and make it functional if possible. We have no intention of firing it, but would like it put back into order, if that can be done without hurting the value. We live in southeast Texas, but are quite willing to ship the rifle if necessary. Can anyone make any recommendations?

For the record, this rifle is a carbine in 32-20 with an octagonal barrel, made sometime after 1920, but definitely pre-WW2.
