Can someone identify this revolver?

Can someone identify this revolver? It is missing the center rod for the cylinder i believe.

Appears to be Belgian proof marks, but I might be wrong.

Liege, in Belgium, was home to dozens of what might be called "commercial military" revolvers in the latter part of the 19th century and early 20th century. These were often basic copies of better known guns, but in general were serviceable enough weapons in a day when a revolver was more a symbol of authority than a lethal weapon.

Those guns were mainly made by what is called "batch' processing, with parts interchangeability limited; even if parts could be obtained, they would at best be close, but probably not quite close enough to fit and function. And if parts could be found or made, the trouble and expense involved would be a lot greater than the value of the revolver.
