Can a LEO buy a handgun face to face outside his state of residence without having the handgun shipped home to his FFL for transfer?

I'm going to bump this one......... and add to it.......If a LEO cannot buy outside of his home state, can a Federal Agent or US Marshal?

I don't believe being a LEO exempts you from GCA '68 purchasing requirements. At least I haven't seen anything to indicate this in the law. Now if you were acting in the official capacity for your department and aquiring a weapon for them, that might be different but I don't think that's what you're asking.

Not from a private party or for personal use. He could buy directly from a dealer if he had a letter of authorization on his department's letterhead which was signed by an authorized person certifying that the handgun was for duty use.

In a private, FTF deal, it would be illegal. If a purchase from an FFL, yes, the purchase is legal but, delivery must be to the home state and 4473/transfer apply. An exception is if an officer is sent to an out of state FFL with a letter of authorization from the CLEO to purchase a duty weapon.
