If I wanted to start a company manufacturing firearms (let's say AR-15 clones), what regulations must be complied with? How about making components vs. complete firearms?

No problem what so ever. You must have a manufacturers license from BATF which if you meet their requirements is a formality. You will have all the BATF regs to comply with .
