Can I cross state lines?

I am learning about guns . I don't know If I want to own a gun, but do want to rent a gun to shoot at a range in PA. Do I need a permit to do that?
If I do decide to buy a gun in New Jersey what do I have to do before I buy one? If I want to go to Pennsylvania to shoot my gun at the shooting range can I carry it from New Jersey to Penn? What kind of permit do I need to carry my gun from my home in NJ to the PA shooting range , If I am able to do that?
I appreciate your help !

If you live in PA. it is one of the easiest places to get CCP.

Just go to sheriffs dept. and fill out application, with check for $25. Wait of up to 10 days (depends on how busy things are, you could only have a 10 minute wait!! ).

You do not need a permit to rent one at the range in PA.

When you do get your permit to carry in PA. you also get a card with states that have reciprocating laws that you can carry there too.
 
I live in NJ 20 minutes over the bridges to Philly. My girlfriend lives in Philly and we frequently go to one of two indoor firing ranges there. Both ranges have guns for rent and you don't need any special permit. Just ID. No problem.

When transporting to and from (or anywhere in both states), firearms must be locked in the cargo area (car trunk), and ammo must be separate.

To buy a gun, any gun, in NJ is a whole 'nother story. First you need to apply for a firearm purchaser ID card. You start the process at your local PD. If your area doesn't have a local PD, then state police. The process is a lengthy runaround. Fill out application, wait, interview, wait, fingerprints, wait, mental health background check, criminal background check, application fee, fingerprint fee, etc. And more waiting. (They jerked me around for almost 2 months.) You can also apply for a handgun purchase permit at the same time (recommended).

You can buy a handgun in another state, but the dealer must ship it to a dealer in your state and you pick it up there (you'll be charged for shipping and a transfer fee), but upon picking it up at your local dealer, you must have a firearm ID and a handgun permit from NJ. I've bought a rifle at PA gun show (from a dealer) without any hassle, just a FBI NICS check and I was on my way. (As long as the gun is legal in NJ, the sale is legal.)

You'll also need a firearm ID card to buy ammo in NJ. You can buy it in PA no problem, and WalMart's in PA sell ammo cheaper than most other places, so when I'm over there I'll grab a few boxes. If they have any, that is.

That basically covers it. Any other questions, just ask. And welcome to TFL.

And BTW, I applied for 2 handgun purchase permits Feb 8 and I'm still waiting.
 
Out of staters may not be able to have a carry permit for Pike Co PA. Sheriff has changed his mind about that last year.Transport to range may be OK.

2ndSojorn...Thanks for the warm welcome! You have applied for a purchase permit for each gun!!! I had no idea every time you buy a handgun you are required to purchase a permit for each. The wait is harassment ! The gov would prefer we didn't own guns!

So far I have decided to just rent a gun and shoot on a shooting range in PA. I have asked a male friend of mine to come with me and he will. I have to look for an open range that is pretty close to me. I live in Bayonne, NJ. I am a member of the NRA, hope I did right by joining them!

There is no such thing as a permit for Pike County. In Pennsylvania, licenses are issued by the county sheriffs but, once issued, the license is good everywhere in the state. While it is true that some county sheriffs are violating the law by not issuing to out-of-staters, that just means you go to a different county to get your LTCF (License To carry Firearms).

For questions relating to crossing back and forth between NJ and PA I suggest checking out the Pennsylvania Firearms Owners Association forum (PAFAO). They can hook you up with a county that issues to out-of-staters.

You did right.

Now do some good: In my experience, the NRA is most effective in defending Gun Rights on a National level, mostly involving Federal issues (and in the case of the NRA-PVA, Federal Elections). To make things better on a State level, you need to support (better yet, get involved in) your state's Gun Rights organization(s).

A quick search gave me these:

http://www.anjrpc.org/ which is the "Association of New Jersey Rifle and Pistol Clubs". This is apparently an NRA state level organization .....
and

http://www.nj2as.com/ which is the "New Jersey 2nd Amendment Society".

NJ resident TFLers please chime in on these groups or others!
 
Pay attention to NJ laws for transport. Generally you are fine it the gun(s) and ammunition are physically separated and not in reach. But yeah, you can lock the ammunition up in a container.

If you are good with NJ laws, you'll be fine with PA laws. You can not carry a loaded gun inside your vehicle or on your person unless you have a carry permit.

Yes ... and no.

PA state law allows unlicensed open carry, everywhere except in Philadelphia. However, this applies ONLY to carry when on foot. Once the firearm enters a vehicle, it is subject to laws governing transport of firearms, and people who don't have a license (from some state, not necessarily PA) may not transport a loaded firearm in a vehicle.
