Can anyone identify this Steel?

Seriously, there is no way anyone can tell the alloy, the composition, the thickness or even if it is steel at all and not iron. The things that look like rivets may be dings from bullets striking the other side, but I can't even be sure of that.

Looking at the photo won't tell you anything other than it is rusted. There are several tests you could do yourself to get clues as to its composition. I'll tell you one thing, it isn't Harvey Nickel Steel or Krupp Cemented Armor (those are old battleship steels from Pre-WW I). They would have stopped a bullet.

From the look of it it appears to be of the 3132 series of hyper alloy number 3 mag cronium variety. What you have here is very rare indeed.

who knows...

Hmmm... I think these guys are holding out on you. It's definitely square. I have seen square metal before. Personally I only shoot at round or triangle shaped targets. Get someone to read the secret brail message on the front. Maybe it will tell you what kind of square metal.
