Can a foreign National get a CCW in Florida?

Today I met a gentleman from the UK who asked me about the possibility of obtaining a Florida CCW permit. He is a legal resident of the USA, but not a naturalized citizen and has been in the states for a number of years. Honestly I had no advice to give him other then suggest he get in touch with an attorney that specializes in firearms cases.

Can anyone else out in TFL land give any insight on this?
 
Eligibility Requirements

You must be a citizen of the United States OR you must be deemed a lawful permanent resident alien by the U.S. Citizenship and Immigration Services (USCIS formerly INS).

If you are not a citizen of the United States, you must submit documentation issued by the USCIS proving you are a permanent legal resident alien who has resided in your state of residence for at least 90 consecutive days prior to the date the application is submitted. Evidence of proof includes, but is not limited to:

- Utility bills; telephone, power, or cable
- Pay stubs or other documentation from your employer
- Credit card statement

You must be 21 years of age or older.

You must be able to demonstrate competency with a firearm.

If he has a green card he should have no problems. I got mine in Georgia in 6 weeks. I had a little difficulty at the fingerprinting station as I was told by the employees I wasn't eligible(needed to be a citizen), but the older lady working there interupted and ushered me through and took care of all the paperwork. I felt like sh*t because there were 10 other people in the room and they all gasped and backed away from me when they found out I was not American. I am Canadian for petes sake! (Number one trading partner and #1 ally)
 
They were just stunned to see a pro-gun Canadian. First time for all of 'em, probably, and back then the Grits hadn't gained power yet.
