How does this bill apply to used guns found in gun shops? Do they need to undergo testing in order to comply with the law?

It only applies to used guns if they are part of the dealers inventory. NOT if they are privately owned firearms being sold on consignment. Told to me by the director of the CA DOJ himself.
 
I thought that used guns that were no longer in production and sold between private parties were not covered? Are you saying that all used guns sold between private parties are exempt?
 
Private party sales of USED guns are permitted. NEW guns must comply with SB23, and guns made after 1/1/01 for sale in CA must comply also - private sale or not.
 
Does anyone know if the testing facilities required to test new guns have been set up yet? Will they be in place by 1/1/01? What happens if the New Year rolls around and the testing centers haven't been set up yet?
