Here's the deal--Your gun MUST be registered to comply with the law. The registration form must be postmarked by Jan 23rd.
The reason for the extra time for AR and AK series guns is that in August, the Attorney General interpreted the original wording of RR89 to mean that AR-15 "Series" meant all AR "type" guns, including sporters, HBAR's, Bushmasters, etc. The AR's and AK's were then taken out of the "jurisdiction" of SB-23 and required to be registered under RR89 They wanted to allow, or had to allow six months to register (especially guns like the Saiga, which were legal to buy on the 16th of August) so you have 'till Jan 23rd.
(Your gun is AR series by CA standards--If it is an AR or AK-type action than it IS an AR or AK by CA's new rules as of August 17, 2000. That's when we had to pull our Saiga's off the shelf because they are considered "AK" type actions)
I think the number for DOJ forms is 1-877-reg-a-gun, but we ran out of forms and flyers months ago, so I am not sure. It might be 1-800-reg-a-gun.
I am pretty positive about this, as we have the DOJ printout right on the counter, and I've fielded more calls over the last two weeks than I care to remember.
P.S.--Removing your pistol grip won't help, as the new provisions for AR's and AK's go by action type, not teh criteria of SB-23. You even have to register a stripped lower. (And if you bought one after Aug 17th, you are illegal.
