Was not the Department of Justice supposed to faze out the ten day waiting period this month? As I understood it, it was to be removed conditionally on Feb. 1 Now I certainly, I know our D.O.J. never tells lie's and is up to date on all our laws, or is this law one of those like Obama and Holder just don't want to enforce?
 
No, not going away, at least not entirely. There is an ongoing lawsuit on the constitutionality of the waiting period, as it applies to someone who already had a firearm registered, or holds a CCW.

First time purchasers will still have to wait 10 days.

CA lost, and the case is currently under appeal, and will not be enforced until that is over.
