With the virus panic in full bloom, I'm pretty sure the State of California is failing to meet many of its legal obligations in a timely manner.
Also pretty sure those in charge are putting gun sales approval pretty low on their priority list, if they even have it on their list, at all.
Other than keep records of what should have happened, when, in order to take to court when courts "reopen", I don't know what else your friend can do.
