california buying laws?

Hey Y'all I have a friend in California interested in making her first gun purchase. She asked me for advice but I told her Cali is WAY DIFFERENT than Texas. (GBT)

Anyway, I myself being ignorant of California Law I was hoping someone can give me some simple basics to pass on to her.

Does she have to apply to be able to purchase before she does or can she go and purchase out right? (like in Texas with a quick phone call)

I know there are a few more limitations on the gun itself, like capacity and safety and what not but can anyone clarify what hoops she has to jump through to get her first gun in cali?

You friend should check out the Calguns Wiki and the California DOJ Firearms website.

There are a bunch of rules, and the details matter. So it's better for her to go through the material itself rather than rely on snippets of the Internet. But some, and not nearly all, high points:
  • All sales in California, even private party sales, need to go through a California dealer.

  • To buy a handgun, she will need a Handgun Safety Certificate (HSC). Getting one involves studying a manual, taking a short test and paying a fee. It's fairly simple, and most gun stores can give the test and issue the HSC.

  • Handguns must, in most cases, be listed on the Roster of Handguns Approved for Sale. Magazine are limited to 10 rounds.

  • CCWs are "may issue" based good cause that the sheriff/chief of police thinks, in his discretion, is good enough. In urban counties they are difficult to impossible to get. They are easier to get in a number of rural counties.

There are a few hoops to jump through and a number guns are illegal to purchase. The 10 day waiting period is the worst part. Best place to go is a gun shop and "start the paper work." Need a "handgun card" to get a handgun. Could be worse.
