Attention California RKBA activists:
I'm spending next weekend in LA, at the offices of the NRA's lawyer in California, Chuck Michel.
In his offices are three solid filing cabinet drawers of data on CCW permit issuance, statewide, something over 10,000 pages. Gathered via Freedom Of Information Act query, they cover the stated policies of every Sheriff and about 150 police departments - and the total records of CCW issuance for every permitholder, going back five years. There's a couple of "holdout" cities but the more critical Sheriffs are mostly complete.
I'm going to hand-sift through this stuff, looking for "evidence of illegality or equal protection violations". I'm not going to be alone; Dennis Kennedy, an Orange County CCW instructor and expert on the SoCal law enforcement scene as it applies to CCW is in on this too...he's going to be spending a few hours several days during the week, plus all day Saturday. I'll pull Saturday plus Sunday. He's going to concentrate on SoCal jurisdictions, I'll focus on NorCal, we'll meet in the middle somewhere .
What we're going to get for each jurisdiction is:
* Stated policy memos, especially the type they're required to produce under AB2022 effective 1/1/99, a partial permit reform law.
* "Obvious evidence of cronyism in issuance", mostly cases where a permitholder's "good cause" is clearly pathetic.
* Any evidence of illegal cross-jurisdictional agreements, or clues as to what another department is up to.
* A list of EVERY current permitholder's name, city of residence.
This will all be in electronic form.
WHO WANTS THEIR COPY?
What we want to do is distribute these files to local activists who will investigate the "cronyism" links suggested by the data. Run the full list of names past the Sheriff's campaign contributors and the contributors to other politicians if possible. Wherever possible, investigate "what made these people special enough to score a permit", especially in the tight urban jurisdictions.
I've already done a preliminary report of this type for Contra Costa County, you can see it here: http://www.ninehundred.com/~equalccw (Adobe Acrobat 3.0 or greater required.)
I need to know who's interested in producing similar works for their local areas, using what Dennis and I can feed you. We'll also provide Email support as you dig, help with writing/editing if you want, whatever is necessary.
I need to know who's interested, ASAP. Because if I've got a choice between going through, say, San Mateo county and it's cities versus Santa Clara County and I know there's somebody in SC who's dyin' for this stuff, guess which one I start with? And there's no guarantee we'll finish the whole state. So by dropping me EMail, you make sure the counties with the most interest get top priority .
Now, what happens to the finished reports?
They go on my site for download to anyone...and after the November elections, they go to the legislature as part of the NRA's overall report on CCW in California and why it needs fixing PRONTO. We also try to get the media to pay attention. And people in each area can use the local file to prove to a lawyer that there's equal protection violations and/or illegality up the yingyang worth suing over; along with the formal legal opinion on CCW already published on my site and the Guillory and Salute case law, getting a lawyer and a lawsuit together is dead simple. Once you get to where you're about to sue, you'll need a full paper copy of your jurisdiction's total FOIA response and that's fine, it'll be shipped to you. But for all the preliminaries, the "condensed reports" will be all you need.
So who wants to seriously strike back at these bastards?
