CA: Have AR Lower in California..What must I do?

I legally purchased the lower last year. Do I need a complete rifle by a certain date, or lose the ability to assemble one? What should I do? I've been confused by prior posts.
 
I 'll help ya out. Send me 25$ to cover shipping and I'll dispose of it for you before the Kalifornians get it and throw you in jail, take your kids, seize ALL your posessions and make you look like a violent criminal in your local newspaper.

Better hurry though.
 
Moving is not an option at this time. Humor keeps one sane, but all of these new laws are enough to drive me crazy. You can't keep up with them.
 
BTW: If "shall not infringe" is taken literally, then all of us have already given up our second ammendment rights.
 
You have to register the AR lower under Roberti-Roos by the end of the year, if you choose to do so. I couldn't tell you if there are "barrel length" and similar information that needs to be included. If there aren't, don't mention it's only a bare receiver and build it at a later date.

www.regagun.org may have some better information, but don't count on it.
 
I have a registration form from earlier in the year and it asks for barrel length. I read a post that stated that if an upper was to be added, it needed to be done by the end of the year, otherwise the lower can not be used.

These ten steps will be sure-fire to rid you of any pesky problems:

1. Get yourself a plain ol' sturdy brown cardboard box
2. Place AR lower into box
3. Surround lower with lots of packing peanuts
4. Close box
5. Tape box closed with tamper-proof tape
6. Write my name and address on outside of box (e-mail me for address)
7. Put required postage on box
8. Take it to your favorite parcel shipping company
9. Hand box over to shipping agent declaring contents as 'machine parts'
10. Problem solved!

Sorry, no one here has given you a straight answer. My understanding of this issue is that the rifle needed to be complete by the end of the year 1999 (or at least receipts for everything dated 1999)according to SB23 and in post ban configuration. This is assuming that the receiver is not listed under Roberti-Roos, which could not have been legally purchased after 1989 anyway. Nevertheless, the AG now has the power to expand Roberti-Roos to include receivers made after that law went into effect.

Technically, it is too late because you have not completed your rifle by Dec 31,1999. If you are intent on registering it, you may want to just fill in the barrel length on the form with the length of barrel that you intend on purchasing for it. BUT, if they come looking for receipts your screwed...
