I'll ask at my favorite dealers and find out what can be done. But I think there are very few exceptions. IIRC there's a provision that you can replace a lost/stolen gun even if it's not on the list, but I'd have to re-read the legalese again (last time it gave me a headache!)
If I recall, for a CA dealer to sell it as a consignment gun he has to get the seller's info in person. However, I think it might be legal if you purchase the gun as a private party transfer (PPT) and the gun is shipped to your local FFL dealer to conduct the final disposition. I'll double check on that too.
Keep in mind the additional costs this will bring -- up to around $100. You'll be paying airfreight UPS/FedX shipping between dealers (est: $45) plus the California DROS fee ($25) plus whatever you and the FFL work out for use of his license to finish the transaction.
